Copilot's usage-based agent shift

Copilot supplied the strongest current signal: GitHub said Copilot will move to usage-based billing from 1 June while Microsoft pushed agentic Copilot updates in Outlook, Copilot Studio voice support, and GPT-5.5 Thinking across Microsoft 365 Copilot. The backlash was immediate in developer communities, where Copilot pricing sat alongside wider Claude Code billing complaints.

OpenAI's enterprise story split between expansion and renegotiation: GPT-5.5 and Codex landed on Databricks, OpenAI announced FedRAMP Moderate availability and published Symphony, while coverage of the Microsoft partnership pointed to a looser exclusivity arrangement. Reddit's biggest safety thread was the Claude/Cursor database-deletion incident, keeping agent controls and production safeguards at the top of the community layer.
